Overview:

Russia has a new president. Mr. President, you have been elected by the barest majority in a tough-fought second-round presidential vote. Your nearest rival, the Centrist Alliance, led by one of your predecessor=s (Boris Yeltsin=s) ex-prime ministers and the former mayor of Moscow, has vowed to stop your legislative agenda in the Duma. The lower house is as fragmented as ever, with the vote divided by Centrists, Communists, Nationalists, Liberals, and assorted interest group parties. The country is still reeling from the financial crisis inherited from Yeltsin. The poverty rate has boomed in recent years while growth and employment have stagnated as capital has headed for the exits. The war in Chechnya has not gone well. Numerous public officials have been implicated in a broad network of corruption. Finally, the International Monetary Fund (IMF) has threatened to stop payments on a tranche of emergency financing the country needed following the Asian financial crisis.
